আমাদের কাছে প্রায়ই অনেক উদ্যোক্তা/ব্যবসায়ীরা জানতে চান যে, তার পণ্যের জন্য বিএসটিআই  এর সনদ লাগবে কিনা । আবার অনেক সময় দেখা যায় বিএসটিআই এর সনদ লাগবে কিন্তু তিনি বর্তমানে যে অবস্থান এ আছে সেই অবস্থান থেকে বিএসটিআই এর জন্য যে প্রয়োজনীয় কাগজপত্র জমা দিতে হবে তা নেই , ফলে বিএসটিআই সার্টিফিকেট এর জন্য আবেদন করা সম্ভব হয় না । আমরা এ বিষয়েই আজকে আলোচনা করা চেষ্টা করবে ।

বিএসটিআই এর আবেদন এর সময় যে  সকল কাগজপত্র আবেদনপত্রের সাথে জমা দিতে হবে: ( পণ্য ভেদে কাগজপত্রের প্রকার কমবেশি হয়ে থাকে )

  • কারখানার ঠিকানায় প্রাপ্ত হালনাগাদ ট্রেড লাইসেন্স,
  • আয়কর পরিশোধের হালনাগাদ প্রতয়ণ পত্র,
  • টেডমার্কস রেজি,
  • কারখানার লে – আউট,
  • কারখানায় স্থাপিত যন্ত্রপাতির তালিকা,
  • প্রিমিসেস লাইসেন্স (খাদ্য প্রক্রিয়াজাত প্রতিষ্ঠানের ক্ষেত্রে)
  • কারখানায় নিয়োজিত কর্মচারীদের স্বাস্থ্যগত সনদ (খাদ্য প্রক্রিয়াজাত প্রতিষ্ঠানের ক্ষেত্রে)
  • পণ্য প্রক্রিয়ার ফ্লো চার্ট
  • কারখানার পরীক্ষাগারে স্থাপিত যন্ত্রপাতির তালিকা

  • উৎপাদিত পণ্যের পরিচিতিমূলক লেবেল/মোড়ক (‘‘প্যাকেজ কমোডিটিজ রুলস, ২০০৭’’ অনুযায়ী)-
  • আমদানিকৃত পণ্যের ক্ষেত্রে আমদানিকৃত পণ্যের এলসি’র কাগজপত্র, প্যাকিং লিষ্ট, ইনভয়েস, স্বাস্থ্যসনদ, কান্ট্রি অব ,অরিজিন, পণ্যের লেবেল বা লেবেলের নমুনা যাহাতে আমদানিকারকের নাম-ঠিকানা ও এলসি নং, বিএসটিআই লগো, সর্বোচ্চ খুচরা মূল্য স্পষ্টভাবে মুদ্রিত থাকতে হবে।
  • প্রযোজ্য ক্ষেত্রে পরিবেশ ছাড়পত্র এবং জেলা প্রশাসকের দপ্তর হতে ইট ভাটার লাইসেন্স।

বিএসটিআই   এর ধাপসমুহ :

  1. দরখাস্ত জমা প্রদানের পর যাচাই পূর্বক ৬(ছয়) কার্যদিবসের মধ্যে কারখানা পরিদর্শন করা হয়। পরিদর্শনকালে পণ্য উৎপাদনে ব্যবহৃত কাঁচামাল, উৎপাদন প্রক্রিয়ার বিভিন্ন স্তর, কারখানায় বিদ্যমান পরীক্ষণ ব্যবস্থা, স্বাস্থ্য ও পরিবেশগত অবস্থা, পণ্য সংরক্ষণ ব্যবস্থাদি এবং পরীক্ষণ কাজে নিয়োজিত ব্যাক্তিদের তথ্যাদি সংগ্রহ করা হয়।
  2. কারখানা পরিদর্শন প্রতিবেদন সমেত্মাষজনক পাওয়া গেলে  উৎপাদনের স্তর হতে অথবা কারখানায় পণ্যের পর্যাপ্ত মজুদ হতে দৈবচয়ণ ভিত্তিতে পরীক্ষণের জন্য যৌথস্বাক্ষরে পণ্যের নমুনা সীলগালা করা হয়।
  3. বিএসটিআই অথবা বিএসটিআই  স্বীকৃত কোন পরীক্ষাগারে অগ্রিম পরীক্ষণ ফিসহ সংগৃহীত পণ্যের নমুনা জমা দেয়ার  জন্য প্রতিষ্ঠান বরাবরে পত্র দেয়া হয়।
  4. পরীক্ষার প্রতিবেদন প্রাপ্তির পর সিএম লাইসেন্স প্রদান অথবা নবায়নের জন্য সার্টিফিকেশন কমিটির বরাবরে প্রস্তাব পেশ করা হয় এবং অনুমোদনের পর লাইসেন্স প্রদান অথবা নবায়নের নিমিত্তে সিএমফি’র বিল প্রেরণ করা হয়।। সিএমফির বিল পরিশোধের পর লাইসেন্স প্রদান অথবা নবায়ন স্বাক্ষর পূর্বক জারী করা হয়।
  5. ৩ (তিন) অর্থ বছরের জন্য লাইসেন্স প্রদান অথবা নবায়ন করা হয়। প্রতি বছর একাধিকবার বাজার ও কারখানা সার্ভিল্যান্স করে পণ্যের নমুনা সংগ্রহ ও গুণগত মান যাচাই করা হয়।
  6. সংগৃহীত সকল নমুনা সংশ্লিষ্ট বাংলাদেশ মানের সমকক্ষ না হলে কারণ দর্শানোর নোটিশ প্রদান এবং ইস্যুকৃত সিএম লাইসেন্স স্থগিত অথবা প্রত্যাহার করা হয়। লাইসেন্স স্থগিত অথবা প্রত্যাহার করার পর উক্ত পণ্যের বাজারজাত ও বিক্রি অথবা পণ্যের লেবেলে/মোড়কে বা বিজ্ঞাপণে বিএসটিআই গুণগতমান চিহ্নের ব্যবহার বিএসটিআই অধ্যাদেশ অনুযায়ী শাস্তিযোগ্য অপরাধ হিসাবে বিবেচিত হয়।
  7. লাইসেন্সের মেয়াদ উর্ত্তীণের ৩(তিন) মাস পূর্বে নবায়নের জন্য একইভাবে আবেদন পত্র জমা দিতে হয়।
  8. এ্যাক্রিডিটেশনপ্রাপ্ত পণ্য ব্যতীত অন্যান্য সকল পণ্যের ক্ষেত্রে দরখাস্ত জমা হবার পর মোট ৩৮ কার্যদিবসের মধ্যে লাইসেন্স প্রদান অথবা নবায়নের কাজ সম্পাদন পূর্বক লাইসেন্স জারী করা হয়।
  9.  আমদানিকৃত পণ্যের ক্ষেত্রে অগ্রাধিকার ভিত্তিতে প্রতি কনসাইনমেন্ট বা লট ভিত্তিক পণ্য পরীক্ষণ এবং গুণগতমানের ছাড়পত্র প্রদান করা হয়। তবে যে সকল পণ্য সংশ্লিষ্ট বাংলাদেশ মান (বিডিএস) অনুযায়ী পরীক্ষণ সময় বেশী প্রয়োজন হয়, সে সকল ক্ষেত্রে চুড়ান্ত ছাড়পত্র প্রদানের পূর্বে বাজারজাত না করার শর্তে সাময়িক ছাড়পত্র প্রদান করা হয়।
  10. নতুন লাইসেন্স গ্রহণের জন্য আবেদন পত্রের সাথে দরখাস্ত ফি  এবং নবায়নের আবেদন পত্র জন্য দরখাস্ত ফি  জমা দিতে হয়। প্রতিটি নমুনা সংশ্লিষ্ট বাংলাদেশ মান অনুযায়ী পরীক্ষণের জন্য পণ্যভিত্তিক নির্ধারিত পরীক্ষণ ফি জমা দিতে হয়।
  11.  লাইসেন্স প্রদান ও নবায়নের প্রাক্কালে নির্ধারিত মার্কিং ফি’র হার অনুযায়ী সিএম ফি অগ্রিম পরিশোধের জন্য বিল প্রেরণ করা হয় এবং বিল পরিশোধের পর লাইসেন্স প্রদান/নবায়ন করা হয়
  12. সার্ভিল্যান্সকালে পরীক্ষণের জন্য সংগৃহীত নমুনা পরীক্ষান্তে পরীক্ষণ ফি সংশ্লিষ্ট লাইসেন্সধারী প্রতিষ্ঠান কর্তৃক পরিশোধ করা হয়।

    আমি একজন সাধারণ ভোক্তা হিসেবে ২ টি জিনিসের গুনগত মান জানতে চাই। নিত্য প্রয়োজনীয় ব্যবহারে সয়াবিন ও মিনারেল ওয়াটার। আশা করি জানালে খুশি হবো।ধন্যবাদ।

    porcelain ware.. এটা কি বিএসটিআই হবে? এটা কি সিরামিক এর অন্তর্ভুক্ত???
